To the left a portrait of Nicolai I in an oval, lower the facsimile signature of the Emperor, to the right a scroll with inscriptions in six lines: (DECREE ABOUT FOUNDING THE SAVINGS-BANKS), 30 1841 (OCTOBER 30, 1841). At the top the buildings of the State Savings-Banks and the St. Petersburg Loan Treasury, above it the inscription on a ribbon: - (SAINT PETERSBURG), at the bottom the Emblem of Russian savings-banks (a hive with flying bees around it, and the abundance horn filled with coins), the inscription along the rim: (THE SAVINGS-AFFAIRS IN RUSSIA).
